Six weeks after I wrote asking for such a meeting I got a letter back from a junior minister saying the Secretary of State was not available to meet me. Eight children were counted among the 60 killed, while a further 2,700 Palestinians reportedly suffered injuries.</div><div>Israeli forces fired live rounds and used tear gas against crowds at the border protesting against the controversial opening of the American embassy in Jerusalem. The United Nations voted against the moving of the US embassy from Tel Aviv by 128-9 when it was announced last December, with countries stating it was a violation of international law and would be destabilising to the region.</div><div>Alistair Burt, the UK Government Minister for the Middle East, has called for an independent inquiry into the incident, saying, “The United Kingdom has been clear in calling for, urgently, a need to establish the facts of what happened, including why such a volume of live fire was used. We are supportive of an independent, transparent investigation.”</div><div>However, Peter Grant believes the failure of British officials to condemn Israel for the massacre is damaging to the UK's international reputation. I was able to hear first hand from Barry Smith on the benefits of having such a facility here in Central Fife and I have no doubts that it will help both Raith Rovers and youngsters here in Fife achieve success in the future.”</div><div>Sharon Johnstone, area leisure manager for Fife Sports and Leisure Trust, said: “The indoor training facility is a fantastic additional asset for Michael Woods Sports and Leisure Centre and we hope that it attracts users from across the region. It doesn’t portray the severity of the impact dogs can have when let loose around livestock and will not serve as a deterrent to dog owners to take care around farm animals.</div><div>“I’m happy to help local farmers by raising awareness of these incidents and to encourage everyone to work together to ensure dog owners are responsible around livestock. These incidents are criminal offences and should be treated seriously with criminal action.”</div><div>David McKerrow, a Fife farmer is left counting the cost after a dog attack on his flock in Windygates in late February, said: “I went down to check the beasts and found one of the ewes running with the rest of the flock but with her head badly injured. She was in great distress and we took her straight to the vet where she was immediately put down.</div><div>“There was no sign of the dog that did it and nobody came forward. Already we’re seeing good quality food being left to rot in the fields because the Government’s ‘Hostile Environment’ is deterring workers from coming here from the rest of the EU. However, not every dog needing a new home has been lucky enough to find its way to Ena and Frank’s shelter.</div><div>Last year a woman in Ayrshire was jailed for allowing dogs in her shelter, the Ayrshire Ark Refuge, to become malnourished and emaciated while living in truly awful conditions, while deceased dogs were bagged and left in a freezer. It is hoped new legislation will prevent such instances from happening again.</div><div>Peter Grant MP said: “On behalf of the Glenrothes and Central Fife constituency, and animal lovers across Scotland, I would like to thank Ena and Frank for the vital service they provide in helping rehome unwanted dogs. It was a pleasure to meet them both and take a tour of their shelter where I was able to meet all of the residents!</div><div>“Second Chance Kennels is an example of how a dog shelter should be run and I look forward to reading the proposals put forward by the Scottish Government in the coming months to ensure all shelters and sanctuaries in Scotland are properly regulated to provide the upmost care to the animals they look after.”</div><div>Frank Conyon added: “Because we’re a charity we are already governed by OSCR (Office of the Scottish Charity Regulator) but if a new system was put in place then it wouldn’t bother us and they could inspect us all day long because we haven’t got anything to hide. I think these proposed regulations would have a big impact on places like puppy farms, though.</div><div>“We would also like to see regulations and licences extended to owners of dogs through the reintroduction of a dog licence. This would help clamp down on owners having multiple dogs they are unable to properly look after.”</div><div>ELECTRIC SHOCK DOG COLLARS</div><div>The Scottish Parliament voted in January to begin the process of outlawing the use of electric shock dog collars in Scotland. However, the power to ban their sale in Scotland lies with the UK Government and the SNP have been leading a campaign at Westminster to ban the sale of the collars north and south of the border.</div><div>Peter Grant said: “Electrocuting a dog for disobedience or for training purposes is cruel and sadistic. Endometriosis takes around seven and a half years to diagnose which is far too long and that needs to change.”</div><div>Peter Grant MP added: “I was delighted to meet with Claire Watson from Endo Fife last week to mark National Endometriosis Awareness Week and I support her efforts in raising awareness of the condition across the Kingdom. Claire is able to speak openly and candidly about the effect endometriosis has had on her life. Her story illustrates the importance of early diagnosis. However, the collars can still be sold north of the border and the power to ban their sale lies solely with the UK Government.</div><div>It is hoped cross-party support – led by SNP MPs Tommy Sheppard and Deirdre Brock – will lead to a complete ban on their sale across these islands, and would see England brought into line with Scotland and Wales on this issue.</div><div>This week, Mr Grant attended a drop in event at the House of Commons, held by The Dogs Trust, the UK’s largest dog welfare charity, as it launched its #ShockinglyLegal campaign to help urge the Government to ban the sale of electronic shock collars.</div><div>Peter Grant said: “Electrocuting a dog for disobedience or for training purposes is cruel and sadistic. There is no need for them to be used when there are so many positive training methods available – it says a lot that 91% of dog trainers said they supported this ban.”</div><div>He added: “This is a hugely important issue for dog welfare and I hope my support for this campaign will help make a difference. The Scottish Government has already taken a lead on this matter and its time for the UK Government to follow suit.”</div><div>Rachel Casey, Director of Canine Behaviour and Research at Dogs Trust, said: “We are appalled that it is still legal to buy and use electronic shock collars in England. This type of device is not only painful for a dog, it can have a serious negative impact on their mental and physical wellbeing. A dog can’t understand when or why it’s being shocked and this can cause it immense distress, with many dogs exhibiting signs of anxiety and worsened behaviour as a result.”</div><div>SSPCA (Scottish Society for the Prevention of Cruelty to Animals) Chief Superintendent Mike Flynn also added: “The Scottish SPCA would like to see a full ban on the advertising, sale and use of electric shock collars. The breakdown of the leaked figures show that under the three most plausible Brexit scenarios based on existing EU arrangements, there is no scenario that does not leave the UK worse off.  The figures reveal that Scotland faces a reduction in GDP by 2.5% under EEA rules, 6% under a potential Free-Trade Agreement (FTA) and 9% under a no-deal (WTO) outcome. The Scottish Government’s independent analysis published earlier revealed similar figures, showing that under each of the three outcomes Scotland’s GDP could face a hit of around 2.7%, 6.1% and 8.5% respectively – a cost of £688 (EEA), £1,610 (FTA) and £2,263 (No-deal) per person. Before we knew he had this condition, and the impact it would have on all our lives, I had worked for over twenty years, but soon found that working and raising 4 children alone - including one with additional needs - was extremely difficult. There are times when I genuinely feel trapped. All lone parents and all carers face extra stress and at times it can be overwhelming. </div><div>&quot;There are times I’ve really struggled to pay my mortgage, and I worry I might lose my house. No one wants to live in poverty. One day you can be in a situation where everything is ok and then due to a number of different circumstances it could all change. You just never know when it could happen to you.”</div><div>Peter Grant MP commented: “With the cost of living soaring even further in the wake of Brexit, the freeze on benefits - including child benefit - is pushing families into a desperate crisis. The benefit freeze must be lifted urgently to stop families from being pushed into long-term destitution.</div><div>“It’s a disgrace that so many children living on this island are growing up in poverty. When children are in poverty they are more likely to be absent from school due to illness, to have a long standing illness, and are nearly three times more likely to suffer mental health problems.</div><div>“If someone in my constituency believes they are at crisis point then I would encourage them to get in touch with my office for help. The High Court case effectively overturned the government’s failure to give proper recognition for people whose ability to work is affected by mental health problems.</div><div>The SNP MP highlighted that at least 71 people who have contacted him in his constituency alone have not been receiving the money that they have been entitled to, and that hundreds more may come forward following this decision by the courts, which the UK Government confirmed it will not appeal against.</div><div>Peter Grant told the House of Commons “The High Court has ruled yet again that the Government has been acting unlawfully in its incessant attack on the very people the DWP (Department for Work &amp; Pensions) should be seen to protect. We now know that up to 164,000 people will get higher disability payments – or to put it another way, the Government have unlawfully been seeking to withhold benefits from up to 164,000 people who are not only entitled to them but need these benefits in order to have anything like the kind of normal life the more fortunate among us can take for granted.” In later exchanges the Government admitted that the number of people affected could be as high as 220,000.</div><div>The Glenrothes MP also took a moment to recognise the loss to the town of David Nelson, who had previously won a landmark ruling on the Bedroom Tax and who died suddenly last week. There are also proposals to deal with the thousands of Child Support Agency cases in arrears or have been left unresolved for a number of months or years.</div><div>Mr Grant said: “I was delighted to meet with Rhona and her colleagues at Fife Gingerbread, an outstanding charity who go above and beyond to provide support to parents and families in overcoming many challenges such as poverty, isolation and poor mental health. A vital strand of the great work they do is the support they provide separated parents in coming to satisfactory arrangements regarding their children.”</div><div>He added: “If the CMS isn’t performing as it should then it impacts immeasurably on the welfare of the children, so I would encourage my constituents to have their say during this crucial consultation phase on how to improve this service before the 8th of February deadline.”</div><div>Rhona Cunningham, Chief Executive Officer for Fife Gingerbread, said: “Peter has been a constant support for us here at Fife Gingerbread. Even so, many people in Glenrothes and Central Fife have not taken action to ensure their homes are winter-ready.</div><div>Despite the recent cold weather, a national survey* shows that more than a third of households (35%) in Scotland have not checked that their central heating is working and nearly four in ten have not prepared their home for winter by getting their boiler serviced. Having an annual boiler service carried out by a Gas Safe registered engineer is crucial as it detects problems with the boiler and controls, including whether it is leaking poisonous carbon monoxide.</div><div>Commenting, Peter said:</div><div>“Given the nature of the weather forecast for the coming weeks, it’s vital that everyone in Glenrothes and Central Fife prepares their homes for winter. There is lots we can do to improve energy efficiency in our homes and keep winter fuel bills under control. I’d encourage my constituents to contact their energy supplier to find out what support they offer. </div><div>“Some things you can do right now are bleed your radiators to make sure they are in top working order, fit draught excluders and check your boiler pressure is at the correct level. Kept under control, gambling can be a harmless and enjoyable pastime. The money raised will be divided between Andy Adams Fund, Clyde 1’s Cash for Kids and Clydeside Action on Asbestos.</div><div>Peter said:</div><div>“Pipeathon 2017 was an inventive and entertaining way of raising money for some great causes. It was insightful for those of us on the Brexit Committee to meet with key members of the EU negotiating team and Members of the European Parliament to discuss how they see the progress of the negotiations going. </div><div>“As well as private meetings with the UK Ambassadors to the EU and to France, in Brussels we met Michel Barnier, the EU’s chief negotiator, and Guy Verhoefstadt who is leading on Brexit for the European Parliament. We also had very useful meetings with senior MEPs, some of whom are recognised as firm friends of the UK, who expressed their concerns at the UK government’s handling of the negotiations so far.</div><div>“In Paris we were able to meet with members of both houses of the French Parliament and with senior business and academic leaders.</div><div>“I found the visit extremely constructive and I look forward to using what we have learned to help inform the Committee’s ongoing work. For me the single biggest message was that despite what some pro Brexit MPs will claim, none of the people we spoke to had any interest in punishing the UK for exercising its right to leave. The current practise of traipsing into the voting lobbies is both cumbersome and inefficient, eating into valuable debating time and wasting significant resources in the process. Each vote takes around 20 minutes - in sittings between 2012 and 2014, it took over seven complete days to cast 500 votes. Electronic voting would allow votes to be counted in mere seconds. </div><div>“In my view, before we spend astronomical sums refurbishing the House of Commons, we should at the very least build in the capacity for electronic voting in the future. Drew and his team are doing a fantastic job to keep up with today’s rapidly changing market and ensure that Cluny remains the well-established local brand that it is in the leisure and recreation sector. I have had countless claimants approaching me for help after undergoing an assessment which is unsatisfactory at best and unprofessional and undignified at worst.</div><div>“Once the Scottish Government establishes the new Social Security Agency for Scotland they have committed to ending the use of private companies for medical assessments, but in the meantime anyone claiming a health or disability benefit is subjected to the current assessment process.</div><div>“This inquiry should help bring to light the inadequacy of the current process, but it will only reflect the reality of the situation if people who have first-hand experience share this with the Committee.
